Shree 420, or Mr. 420 in English, is a very famous Indian film. You can find clips of it on here. I believe it's the number for fraud or a similar crime. I don't know *too* much about Indian cinema, but I would guess that the use of that number in Amar Akbar Anthony is an homage.
